zothem a1c230623e Unify tier + rarity into single Rarity scale, add historic/legacy tiers
- Remove Tier axis entirely; fold capability bands into the Rarity scale
- Expand Rarity: Historic, Legacy, Bronze, Silver, Gold, Platinum, Atlas
- Rarity now applies to card variants (F-22 Gold / Platinum / Atlas), not just airframes
- Introduce dual rating system: OVR for modern aircraft, ERA for historic
- Drop "Tier:" field from template and all 22 aircraft action cards
- Update capability_scale, tile_blueprint, cards.md, REVIEW-DECISIONS
- Add wardmatrix.com domain link to README

WARDMESH Atlas

Domain: wardmatrix.com

Overview

WARDMESH Atlas is a structured capability modelling framework designed to explore complex real-world systems through simulation and visual abstraction.

It combines data modelling, simulation thinking, and game-style abstractions to help explore geopolitical and strategic systems in a form that is structured, comparable, and usable.

Atlas began with modelling global air power, but it is intended to expand into broader domains over time.

Project Philosophy

Atlas is guided by a small set of principles that keep the framework useful, disciplined, and reality-grounded.

Reality-grounded modelling

Atlas prioritises real-world data and credible estimates over speculative invention.

Structured thinking

The goal is to structure complex systems so they can be explored, compared, and understood more clearly.

Simulation as exploration

Atlas is not intended to predict the future with certainty. It is intended to explore possible outcomes through structured modelling.

Transparency of uncertainty

Assumptions, estimates, uncertainty bands, and speculative elements should be clearly labeled.

Core Representation Model

Atlas uses a three-layer representation model for every entity.

Base Sheet

The canonical record for a real-world entity.

Action Card

The operational representation derived from the Base Sheet and used in simulations.

Theatre Tile

The spatial or deployment representation used on the strategic map.

The relationship is:

Base Sheet → generates → Action Cards → represented by → Theatre Tiles

Entity Types

Atlas uses several major entity categories to organise real-world systems.

Platform

Aircraft, ships, vehicles, satellites.

Weapon

Missiles, bombs, torpedoes, electronic attack systems.

Attachment

Pods, fuel tanks, targeting systems.

Support Asset

AWACS, tankers, ISR systems.

Infrastructure

Airbases, radar stations, depots.

Unit

Squadrons, carrier air wings, SAM batteries.

Theatre

Operational regions where scenarios occur.

Nation

State-level actors.

Capability Modelling

Atlas models capability using structured attributes that can be compared across entities and used in simulation.

For aircraft, example core stats include:

  • Speed
  • Agility
  • Stealth
  • Sensors
  • Weapons
  • Range
  • Survivability

These stats exist for simulation purposes, but they remain grounded in real-world capability and credible estimation.

Reality Grounding

Atlas prioritises reality-grounded modelling over speculative prediction.

Baseline Atlas datasets should use:

  • Known data
  • Credible estimates

Scenario layers may introduce:

  • Assumptions
  • Uncertainty bands
  • Speculative exploration

Prediction in Atlas emerges from modelling rather than guesswork.

Domains

Atlas is intended to expand across multiple real-world domains.

Initial domains include:

  • Airpower
  • Naval power
  • Land forces
  • Economics
  • Technology ecosystems

Phase 1 focuses on airpower.

Repository Structure

docs/ Philosophy, framework, glossary.

templates/ Canonical templates for Base Sheets, Action Cards, and Tiles.

data/ Structured datasets used by the Atlas model.

domains/ Domain-specific knowledge areas.

assets/ Visual design for cards and tiles.

scripts/ Future utilities and tooling.

Phase 1: Global Airpower

The first Atlas dataset models a foundation of 21 modern combat aircraft drawn from major air forces.

These aircraft form the initial capability anchor for the Atlas system.

Weapons, loadouts, missions, and deployment layers will build on top of the platform data.

Long-Term Vision

Atlas aims to become a structured map of global capability systems.

Future modelling areas may include:

  • Military capability
  • Industrial capacity
  • Economic power
  • Technology ecosystems
  • Alliance networks

Atlas is intended to help explore complex systems, not to produce deterministic predictions.

Contribution Philosophy

Contributions should:

  • Prioritise accuracy over speculation
  • Clearly separate known data from estimates
  • Maintain consistency with Atlas terminology

Design Rule

Base Sheets are immutable source-of-truth documents. Action Cards and Theatre Tiles are generated representations.
